The Gujarat Public Examinations (Prevention of Irregularities) Bill has been passed in the Gujarat Assembly. The Bill, brought in after a series of paper leak scandals, has stringent provisions including imprisonment of 5 to 10 years and fine of up to Rs 1 crore for paper leakers, purchasers and beneficiaries of such cases. However, 10th-12th and university examinations have been kept out of its purview. In these cases, the case of the candidate will go before the concerned Board-University.

The bill related to the use of unfair means (UFM) in Gujarat state government recruitment examinations was introduced in the assembly by Harsh Shanghvi, minister of state for home affairs in the government, and has the support of all opposition parties, including the Congress and the Aam Aadmi Party (AAP). In the absence of such special laws, the accused take undue advantage of the loopholes in the existing laws.

11 paper leak cases during 11 years
Sharing the information, Harsh Sanghvi said that during the last 11 years, 11 paper leak cases were reported in Gujarat. In these 11 cases, cases were registered against a total of 201 accused. Out of these, charge sheet was filed in 10 cases. In only one case, the charge sheet could not be filed as the matter has come to the fore recently, but the process is being conducted by the ATS.
