Hubballi: Hubballi-Dharwad Municipal Corporation ,hdmc, official are all set to present a budget for the third consecutive time without an elected body.
In the absence of the elected representatives, the official of HDMC will present the budget. If the HDMC had an elected body in place, the chairperson of the HDMC’s taxation, finance and appeals committee would have presented the budget, and it would have been discussed on the floor.
Elections were held nearly four months ago and corporators were elected. But they are yet to take an oath because the mayoral polls are yet to be held.
In such a situation, the HDMC officials are preparing the budget.
In the absence of an elected body in 2020-21 and 2021-2022, the hdmc commissioner and his team presented the earlier budgets.
B Gopal Krishna, the commissioner of HDMC, said the corporation’s accounts department was collecting the data required for the budget. The budget would be exactly what the twin cities deserve. Focus would be given on all aspects such as roads, waste management and revenue generation, he said.
“In earlier years, we submitted the budget for approval to the regional commissioner’s office before February 10. But this year, we have asked for additional time. The budget will be submitted for approval before February 15. The budget copy will also cover the issues raised by the public and organizations in the pre-budget meetings,” he added.
Former mayor and four-time corporator Veeranna Savadi said that the budget prepared by the officials is their routine work. If the finance committee prepared the draft budget, it would have been discussed with the mayor usually and all members would have to discuss it on the floor, suggesting changes. “Being in direct contact with people, the elected body knows the problems of the people and would have a vision,” he said. Officials spend money only, and do not implement the vision of the budget satisfactorily, while visible projects are also not taken up, he added.
Santosh Chavan, a corporator, said: “Let the officials prepare the budget as they have the power. We can do a supplementary budget after the elected body starts functioning.”
