The Municipal Corporation of Delhi (MCD) elections are being seen as a high-stakes contest between the Kejriwal-led Aam Aadmi Party (AAP) and the Congress to wrest power from the BJP, which ruled for 15 years.

The AAP had earlier this month announced “10 guarantees” for the MCD polls, the most prominent of which was to clean up the Bhalswa, Okhla and Ghazipur landfill sites.

“We will pick up garbage from every household, clean Delhi and rid the city of mountains of garbage. No big city in the world has mountains of garbage. There should not be a mountain of garbage in Delhi as well.

Kejriwal said his party would also involve residents’ welfare associations in governance. He said, ‘Now the common people have to face collisions to get small works done. Resident Welfare Associations will be given the status of mini counselors. They can do all the work within their unions,” he said.

Kejriwal said that for this, funds and powers would be given to the Resident Welfare Associations.

It will be a “very revolutionary” step and it will change the system and the way governments run in the country, he said and appealed to the people to support AAP in the MCD elections.

“This election is not about any political party, but about the prestige and progress of Delhi. These people have made Delhi such a big dustbin that now it has become difficult for people to live here.

“You gave us the task of fixing schools, hospitals, electricity, water and governance, you have results in front of you… but waste management is under the MCD. We have to come together and find a solution to this problem.”

Kejriwal said it pained his heart to see the national capital surrounded by garbage and lamented that despite being the chief minister, “I don’t have the power to clear this garbage because of the separation of powers”.

He said, if you are given a chance to run the MCD for five years, you will “give you a shining clean Delhi”.

Attacking the BJP, Kejriwal said the party has deployed seven of its chief ministers, one deputy chief minister and 17 Union ministers for campaigning in the MCD polls.

Chief ministers Yogi Adityanath, Jairam Thakur, Manohar Lal Khattar, Shivraj Singh Chouhan, Pushkar Singh Dhami, Himanta Biswa Sarma and Pramod Sawant have all left their states to campaign against the AAP for a municipal election, he said.

Kejriwal said, “(BJP chief) JP Nadda and (Union ministers) Amit Shah, Smriti Irani, Hardeep Singh Puri, Piyush Goyal and Rajnath Singh and all other bigwigs of BJP have everything on their plate to abuse us. Exuding confidence, he said that when BJP is contesting against AAP in Delhi, it has no chance.

The BJP argues that “they haven’t done anything in the MCD because Kejriwal doesn’t let them work”, claiming that the Delhi government had given Rs 1 lakh crore to the MCD, which was usurped by the BJP.

“If you ask their candidates about this, mark my words, they will run away in a second. To this day, they cannot tell where the money went. They did not pay MCD workers, doctors, nurses or teachers.

Kejriwal claimed that the central government was refusing to give its share of money to Delhi.
