MCD Passes Schedule of Taxes for Civic Budget

The Municipal Corporation of Delhi on Wednesday passed the “Schedule of Taxes” for the financial year 2023-24, a senior official said.

The unprecedented move comes as Delhi is yet to get a mayor despite three attempts to conduct its election.

As per regular norms, the schedule of taxes and other elements proposed in the municipal budget are first discussed by various committees and then passed by a house, which is headed by a mayor.

The corporation today passed the tax schedule for the financial year 2023-24, the official said.

It was passed by the Special Officer of MCD.

The MCD said in a statement that the taxes, rates and cess to be levied in the year 2023-24 will remain the same as prevailing till date.

An official source had said that the municipal commissioner had presented the MCD budget in December which included the revised budget estimates for 2022-23 and the budget estimates for 2023-24.

“The corporation will pass the schedule of taxes tomorrow (in the civic budget 2023-24). The rest of the budget exercise will be completed before March 31.”

He had said, “The MCD hopes to have a deliberative wing headed by the Mayor by that time, which will pass the remaining part of the budget.”

As per the provisions of the DMC Act 1957, under section 109, the rates of various municipal taxes, rates and cesses to be levied during the year 2023-24 have to be approved by the Corporation on or before 15 February.

Since the corporation has not come into existence, “the special officer in exercise of the power of the corporation has approved the schedule of taxes for the financial year 2023-24”, the statement said.

At present, war widows, gallantry award winners in the defense forces, police and paramilitary forces, as well as civilians, who have received gallantry awards of the highest order from the government, including annual gallantry awards given by the President, are entitled to tax exemption. Are. Clause (vi) of sub-section 1 of section 115 of the MCD Act, 1957, the MCD said.

“It has been decided that in case such property is jointly owned, the spouse of the above persons shall also be exempted from wealth tax in respect of such property jointly owned. However, this exemption shall come into force with immediate effect “

On February 9, sources had said that the civic budget 2023-24 is likely to be passed by the special officer of the MCD as the mayor’s election is still pending and less than a week is left to complete the budget exercise .

As per norms, a budget is presented by a commissioner in a special meeting of the civic body’s standing committee, which is then discussed by various statutory and special committees and chairpersons of regional ward committees.

The original MCD, established in 1958, was bifurcated into three parts in 2012 during Sheila Dikshit’s tenure as the Chief Minister of Delhi.

Delhi had 272 wards in the civic body’s three corporations – NDMC, SDMC, and EDMC, which existed from 2012-2022 – before being re-integrated into a single MCD that formally came into existence on May 22 last year. Was.
