Why is Congress saying that bypolls cannot be held?
Congress leader Navprabhat from Uttarakhand has also cited the People’s Representation Act. He has said that when the assembly elections are to be held within a year, then bye-elections cannot be held. In such a situation, BJP has no other way but to change the Chief Minister.
