The war inside Afghanistan may not have ended. With the Taliban rapidly gaining control of the country, resistance may subside but not outside. At least that is what a new statement from the opposition forces in the country shows.
Taliban claimed victory on Monday in the last part of Afghanistan, which is still against his regime, declaring that the country’s takeover of the Panjshir Valley was complete and that they would soon unveil a new government. Images on social media showed Taliban members standing in front of the gate of the compound of the provincial governor of Panjshir, fighting for several days with the National Resistance Front of Afghanistan (NRFA), commanded by Panjshir leader Ahmed Masood.
“Panjshir, the last hideout of the absconding enemy, has been captured,” Taliban spokesman Zabihullah Mujahid told a news conference.
However, Massoud remained disobedient, saying that his forces, drawn from local militia fighters, were still fighting alongside the remnants of the regular Afghan army. “We are in Panjshir and our protest will continue,” he said on Twitter. He also said that he was safe, but did not give any information about his whereabouts. Ali Maisam Nazari, NRFA’s head of foreign relations, said on Facebook: “NRF forces are present at all strategic positions in the Valley to continue fighting.”
The steep valley north of Kabul has long been famous against attacks, involving both Soviet troops in the 1980s and the Taliban during their previous regimes in the 1990s. It was the main insurgency of Northern Coalition resistance fighters who toppled the Taliban with US air support in 2001 after the September 11 attacks on the United States. The inhabitants are Persian speakers, who are ethnically distinct from the predominantly Pashtun Taliban.
The Taliban assured the people of the Valley that there would be no “discriminatory action” against them. “They are our brothers and will work together for a common cause and welfare of the country,” the Mujahid said.
He said he was told that Masood and another resistance leader, former vice president Amrullah Saleh, had fled to neighboring Tajikistan.

The Taliban have repeatedly tried to reassure Afghans and foreigners that they will not re-enact the brutal regime of their last term in power, when they inflicted violent public punishments and barred women and girls from public life. But more than three weeks after entering Kabul, they have yet to announce the government or give details about the social restrictions they will now enforce. The Mujahid denied that there was any disagreement in the agitation over the formation of a new government and said it would be announced soon, but did not set a date.
He also said that women are back to work in the areas of health and education and that “other sectors will be provided one by one, once the system is established for them”.
Massoud is the son of a great commander who led resistance to both the Soviet and Taliban, and whose massive concrete mausoleum serves as a shrine to the Valley’s resistance. The Battle of Panjshir has been the most prominent example of resistance to the Taliban. But in some cities there have been small, isolated protests for women’s rights or in defense of the green, red and black flags of the defeated Afghan Republic.
US-led foreign forces evacuated some 124,000 foreigners and at-risk Afghans in the weeks before the last US troops left Kabul, but thousands were left behind fearing retaliation from the Taliban.
US Secretary of State Antony Blinken arrived in Qatar on Monday to seek support for the evacuation of Americans and at-risk Afghans. A senior State Department official said four more Americans had safely left Afghanistan, without specifying which country they were evacuated to. The committee said on Monday that Blinken would testify about his return on September 14 before the US Senate Foreign Relations Committee.
Blaming the delay on the US State Department, an organizer told Reuters that nearly 1,000 people, including Americans, await approval for charter flights into northern Afghanistan. Reuters could not independently verify account details.
A World Health Organization official said on Monday that hundreds of medical facilities inside Afghanistan are at risk of closure because Western donors that fund them are barred from dealing with the new Taliban government. The WHO is trying to fill the gap by providing supplies, equipment and financing to 500 health centres, the UN health agency’s regional emergency director, Rick Brennan, told Reuters.
The agency was also liaising with Qatar for medical delivery. “We are hoping that in the next week or two, two or three planes will be delivered to Kabul from the government of Qatar,” he said.
Western powers say they are ready to engage with the Taliban and send humanitarian aid to people displaced by drought and war, but formal recognition and comprehensive economic aid will depend on action, not just promises, to protect human rights. .
UN Secretary-General Antonio Guterres plans to convene an international aid conference on 13 September to help avert an imminent humanitarian disaster.
