Documents accessed exclusively by CNN-News18 show that Pakistan’s intelligence agency ISI is making aggressive efforts to destabilize Punjab. Jaswinder Singh Multani, a Khalistani terrorist associated with the banned organization Sikh for Justice (SFJ), has been arrested in Germany after he came on notice for arranging and sending a consignment of weapons consisting of explosives, grenades etc. to Punjab from across the border. These weapons were sent with the help of his Pakistan-based operatives and arms smugglers. He was allegedly planning to carry out terrorist activities in Punjab using smuggled consignments. Multani has also recently been linked to the Ludhiana court blast case.

Following the arrest of seven hardline youths, it was found that Multani tried to target a prominent farmer leader, Balbir Singh Rajewal, who was also involved in the 2020-21 agrarian agitation in parts of India. He is the President of Bharatiya Kisan Union- Rajewal.

Multani allegedly sent money to one Jeevan Singh to arrange local weapons to target the farmer leader.

In August 2021 he supplied arms to Harike Road, Amritsar with the help of ISI.

clip 1: He is advising an unknown contact, Jagdev Singh, to retain the pin after throwing the hand grenade (they call it ‘anar’ or ‘anar’). This is to ensure that the PIN along with the fingerprints of the attacker is not recovered by the police.

clip 2: He tells Jagdev Singh that he is being pressured by the ISI (he calls him ‘Chowdhary’) to carry out the attack.

clip 3: Multani asks if he will get good news soon.

clip 4: He tells Jagdev that the ISI (Chowdhary) has promised that all the smuggled consignments will be at the disposal of Multani and his team if they successfully complete the present task.

clip 5: Multani says that he is in touch with Dhir Singh, an unidentified accomplice in India, who states that the ISI (Chowdharies) had sent two ‘anaars’ (grenades) near Amritsar. He then says that the new ISI officers (Chowdhary) have given him a task and that a consignment of 2 anar (grenades) will be available near Amritsar. He says that the ISI will also send a video clip showing the consignment. Multani says the new ISI officer has also worked with the old Sikh fundamentalists, who have been working since 1988. They say that this ISI officer has been supplying consignments to those fundamentalists as well. “We need to give Chaudhary (ISI) results”, he says, and that the location will be shared with Dhir Singh as soon as the consignment of grenades is received from the ISI officer. Multani says that he will share the pictures with Dhir Singh in the consignment immediately.

clip 6: Multani says that one of his associates has kept the consignment and the work is not being done. He then mentions that a consignment of RDX is lying with him, to which an unknown person replies that he does not know how to operate it. Multani later glorified Dilawar Singh Babbar, the assassin brother of late Punjab Chief Minister Beant Singh, saying “we may not become Dilawar Singh, but we can certainly become number two”.
