As per the notification, station development units of Zonal Railway For developed or redeveloped stations will inform the commercial units with the specific date from which the SDF fee will be collected and this should be done 120 days in advance.

The Railway Board on December 31 notified the new arrangement, which will be an assured source of revenue for the private players developing these stations and the ministry hopes that this will encourage more private players to bid for these projects. The imposition of user fee will mean that the train fare will increase. For example, if a passenger books a ticket from New Delhi to Mumbai, the ticket price will include the user charges for both the stations. However, if a passenger books a ticket from a smaller station to New Delhi or Mumbai, the user charges will be 50% of the normal charges.
Sources said that initially the railways may introduce user fee system at 50 stations.
