A section in the BJP is also concerned about the possibility of such an exercise putting a spade in the project to weave a “Hindutva” constituency cut by castes. A senior functionary said, “A message is being spread in Bihar that BJP is against caste based census, which is wrong. We have never been against it. However, caste enumeration may not be possible with a normal census. ” He said the government can start the process later. Kumar said it was a Union minister’s statement that ruled out the possibility of conducting a caste-based enumeration of the population, which acted as a move to organize an all-party delegation. “It worried us because of the unrest among the people.
