Srinagar: Apni party president Altaf Bukhari, a former minister, along with party leaders gathered at the party office in Srinagar’s Sheikh Bagh area and tried to take out a protest march towards the Civil Secretariat. They were opposing the draft proposals of the Delimitation Commission. However, the Jammu and Kashmir Police foiled the protest march on Wednesday when a contingent of policemen stopped the protesters outside the party office and did not allow them to proceed towards Lal Chowk.
Altaf Bukhari condemned the police action and said that contrary to what has been claimed – that there is freedom of speech and rights in Kashmir – in reality it is not because they are not allowed to protest peacefully. Bukhari said, ‘We do not accept the proposal of the Delimitation Commission. It is ironic that they say that there is freedom here. But what kind of freedom is this, what kind of democracy is this when we are not allowed to hold peaceful protests?” Bukhari also said that the media have been beaten up and demanded that they “want freedom of the press”.
Rejecting the police investigation report on the Hyderpora operation, Bukhari said, “Investigation is still going on in Hyderpora, but they have given a clean chit. What type of inquiry is this? The people of J&K already had little faith in these inquiries. We demand that those killers be booked. How do we trust police investigation? I want to tell the people of Delhi that the people of Kashmir cannot be suppressed.
A similar protest was organized in Jammu, where a silent march was led by the party’s senior vice-president, Ghulam Hassan Mir, who accompanied the party leadership belonging to the Jammu division. The party leadership also submitted a comprehensive memorandum containing demands regarding the protection of the rights of the people of Jammu and Kashmir.

The memorandum addressed to the Lieutenant Governor of the Union Territory of Jammu and Kashmir reads:
The Jammu and Kashmir Apni Party took out a silent protest march on 29 December 2021, registering its dissent with regard to the recent Delimitation Commission report, calling it unscientific and violative of the prescribed parameters. Earlier, the party had welcomed the Delimitation Commission and held talks with its delegation suggesting some necessary changes. We were confident that the process would be factual and transparent, although the recently proposed report is clearly disproportionate and encourages suspicion of bias towards a specific political party.
This (Delimitation Panel) report defeats the idea of a secular India and compromises on the rules guiding the process involved in the territorial delimitation of assembly constituencies mandated by the Election Commission of India and the Constitution.
Jammu and Kashmir Apni Party strongly opposes such non-principles, primarily aimed at disturbing harmony in Jammu and Kashmir, where people of different religious beliefs and castes continue to live together in peace. However, Apni Party will never allow these schemes to succeed as we believe in the idea of equal representation and development of all regions of J&K. Therefore, we urge the Central Government to intervene in this matter which is a threat to the integrity and soul of our Constitution.

Relevantly, the Apni Party has always welcomed the possible initiatives that have been taken to uplift the regional economy and benefit the local residents of J&K. But the Real Estate Summit held in Jammu undermines the domicile law that has been introduced to protect the rights of the natives of Jammu and Kashmir.
Such steps require a majority consent of the local people which can then be implemented by a government elected by the people. There is deep resentment among the local population at these arbitrary laws which regularly give them the impression of powerlessness and further increase the feeling of alienation.
Apni Party is firm in its demand that these decisions fall exclusively in the domain of an elected government, while the present administration should focus on protecting the rights of the people, preventing unemployment rate and inflation in the union territory.

Moreover, the Apni Party demands that the government should refrain from censoring the media in J&K and encourage constructive criticism which is essential to strengthen democratic values.
The Constitution of India guarantees the ‘right to freedom of opinion and expression’ which needs to be put into practice in letter and spirit. Media outlets and the press are facing huge constraints in reporting on the ground and many policies are being introduced from time to time which hinders it from functioning properly.
His party stands firm with the press and for their right to express unbiased opinion and constructive criticism.
Therefore, it demands that the secular fabric of the country should be upheld while carrying out the delimitation process and enforcing other laws in the region of Jammu and Kashmir.
