Mysuru: Hostility between two top officials at the Mysuru Urban Development Authority ,Muda) has triggered confusion and suspense in the urban utility.
Muda chairman HV Rajeev‘s directive and a statement in the last two days have created a flutter. First, he has directed the Muda commissioner and all section heads not to take any major administrative decision. He cited a petition about the appointment of the commissioner, DB Nareshwhich is pending before the high court.
Secondly, he has directed authorities to make arrangements to clear files related to the E-Khata, khata registration/transfer at the tahsildar level, instead of taking it to the secretary level.
The Muda chairman was not available for comments.
Muda authorities clarified that the chairman has no authority to issue directions regarding administration under provision of the Karnataka Urban Development Authorities Act, 1987. Hence, these orders are not binding on officers. As prescribed by the law, officers carried out their duties and took decisions.
The Muda chairman and the commissioner for the last six months have been at loggerheads over the affairs of the urban body and its projects.
This resulted in the transfer of Muda commissioner Natesh twice in the last five months. Natesh on both occasions returned to the office after knocking on the doors of the Karnataka Administrative Tribunal, claiming that his transfer was premature.
Natesh said that in the first place the chairman has no power to issue directions to officers under the Karnataka Urban Development Authorities Act, 1987. “I don’t have any personal differences with anyone in the office and I don’t know the reason for such directions. As a commissioner, I have executed all my duties according to law,” he said.
