Jagan Mohan Reddy removed two departments of important departments

In a major development, Andhra Pradesh Chief Minister YS Jagan Mohan Reddy took away his two duties of important departments by shifting his subjects from revenue to finance department. The Commercial Taxes Department, being overseen by Deputy Chief Minister K Narayana Swamy, and Registration and Ticketing, being overseen by another DCM Dharmana Krishna Das, have been shifted from the Revenue Department to Finance under the charge of Minister Bugna Rajendranath.

As per the situation, Deputy Chief Minister Narayana Swamy will now continue to look after the Excise and Prohibition Department, while another Deputy Chief Minister Krishna Das will hold the charge of Revenue (Land) Department. Chief Secretary Aditya Nath Das issued an order around midnight Thursday giving effect to “changes for greater synergy of resource mobilization with the Finance Department.” “All the concerned department heads and autonomous organizations such as the Commissioner of Commercial Taxes, the Director and Inspector General of Registration and Tickets and the AP VAT Appellate Tribunal (Visakhapatnam) are also attached to the Finance Department from now on,” the chief secretary said in the order.

He said that necessary amendments to the Second Schedule of the Andhra Pradesh Government Business Rules, 2018 would be issued separately. The changes were implemented on the basis of a file circulated by Praveen Prakash, principal secretary to the chief minister.

Commercial Taxes and Registration and Stamps were till now under the jurisdiction of the Special Chief Secretary under the Revenue Department. In the Finance Department, this subject has been entrusted to N Gulzar, a secretary level officer of 1999 batch.

As per the orders of the chief secretaries, the commercial tax commissioner will now have to report to the finance secretary, who is two years younger than him. The Governor has not yet issued a notification on the change of subjects of the two Deputy Chief Ministers.

“Sometimes, the chief minister orders the allocation of subjects to a minister and (file) sends it to the governor for post-facto approval. This is in accordance with Rule 5 and 6 of the new business rules,” a top bureaucrat told PTI.

He said that it would be appropriate that the portfolio changes should also be done simultaneously. “Otherwise, it will create confusion, and will also lead to overlapping, unless such amendments are effected,” the bureaucrat said.
