So far, medals in this category have been awarded to State and Union Territory Police, Central Police Organisations, Central Para-Military Forces and Security Organizations for terrorism, insurgency, border action, arms control, drug trafficking prevention and rescue operations.
The Home Ministry on Wednesday notified changes in the statute and rules relating to the Union Home Minister’s Special Campaign Medal. It stated that “other than police personnel, personnel of the Central Board of Indirect Taxes and Customs (CBIC) may also be considered for award under the area ‘Prevention of drug trafficking’.
The Home Minister’s Special Operations Medal is awarded every year on successful conduct of special operations by members of State or Union Territory Police, Central Police Forces and Intelligence Agencies in India or abroad while posting on deputation in the Ministry of External Affairs. These special operations are those which involve high level of planning, are of high importance to the security of the country or state or union territory or have a significant impact on the security of large sections of the society.
Special operations can be in areas such as terrorism, border operations, arms control, left-wing extremism, drug trafficking prevention and rescue operations.
The category of ‘Union Home Minister’s Special Campaign Medal’ was instituted in 2018 to honor members of state and central police forces and security organizations across the state. In 2020, the law was amended to include drug trafficking prevention, although only police personnel were eligible until Wednesday’s amendment.
A total of 397 police personnel including 260 ITBPwas awarded the Union Home Minister’s Special Campaign Medal in 2021 as against 39 in 2020 and 46 in 2019.
