India’s Action-packed Presidency of UN Security Council: Jaishankar to Lead 2 Sessions on Dec 14-15

India is looking forward to an action-packed month during its presidency of the UN Security Council in December. This will also be the last month of India’s temporary membership of the prestigious council. This is the second time in his two-year term as a member of the UN Security Council [2021-2022] He India Became its chairman. The last opportunity was in August 2021.

There are two signature events in the Council at the Ministerial level in December. On December 14, the Council will have a meeting on reforming multilateralism, followed by an anti-terrorism meeting on December 15. External Affairs Minister S Jaishankar will travel to New York to chair both the meetings.

India will hold a high-level open debate on the theme ‘Maintenance of International Peace and Security: New Directions for Reformed Multilateralism’ at the Security Council in New York on 14 December. The New Orientation for Reformed Multilateralism (NORMS) envisages reforms to the current multilateral structure with the United Nations to make it more representative and fit for purpose. The briefers for the event will be UN Secretary-General António Guterres and General Assembly President Sabah Korosi.

The meeting on issues related to terrorism, to be held on December 15, aims to underline the need for collective and coordinated efforts to combat this menace.

Talking about the meeting, a diplomatic source said, “Recognizing that there has been a resurgence of terrorist activities in recent times, both in extent and diversity, as well as geographical location, and existing and emerging threats of new collective For terrorism, the high-level briefing will provide an opportunity for Security Council members to build on the recent deliberations of the UN Security Council Counter-Terrorism Committee meeting in Mumbai and Delhi. In addition to the two signing events in December, the Council will witness briefings and consultations on some critically important files, including – Syria and Yemen, UN Investigative Team to Promote Accountability for Crimes Committed by Daesh/ISIL , United Nations Integrated Transition Assistance Mission in Sudan, United Nations Organization Stabilization Mission in the Democratic Republic of the Congo, United Nations Office for the Coordination of Humanitarian Affairs, International Residuary Mechanism for Criminal Tribunals, Middle East, United Nations Mission in South Sudan [UNMISS]United Nations Support Mission in Libya [UNSMIL]Democratic Republic of the Congo [DRC] and the United Nations Liberation Observer Force [UNDOF], a briefing and counseling on Afghanistan To be held on 20 December as well.

Among the adoption of resolutions scheduled for the month are the 1988 Taliban Sanctions Committee, three mandate renewals for MONUSCO and UNDOF. Two members of the Council, Ireland and Mexico, intend to hold Araria Formula meetings. The meeting convened by Ireland will focus on ‘Youth, Peace and Security’. In addition, there will be at least two meetings on Ukraine: one on the political situation and the other on the humanitarian file.

Officials said that during its 8th term as an elected member of the UN Security Council, India has attempted to voice the major concerns of the Global South. The issue of effective response to the threat of terrorism, a roadmap for reformed multilateralism, a framework for maritime security cooperation and greater security for UN peacekeepers through technology has been raised by the Indian side at the UNSC table. Officials said, India is guided by the “Five S” approach, as laid out by Prime Minister Modi: Samman (Respect), Samwad (Dialogue), Sahyog (Cooperation), Shanti (Peace), and Samridhi (prosperity). He said that India has also tried to focus the attention of the Council on several other issues of regional and international concerns and reforms in the multilateral organization during its current tenure in the Council.
