NS National Medical Commission (NMC) Medical colleges on Monday termed as illegal the non-payment of stipends and withholding of their documents to MD and MS students after they availed their services even after the expiry of their tenure. NMC Post-Graduate Medical Education Board advised colleges that wherever examinations have been conducted and results declared, successful MD/MS and DM/M.Ch candidates should be designated as Senior Residents and Assistant Professors respectively , and should be paid accordingly.

In an advisory, it said that wherever the examinations are not yet over, the stipend should be paid to the postgraduate students till they avail their services. The NMC issued the advisory after receiving several complaints from the students that many institutes are refusing to pay stipends after the end of their tenure and also not giving them relief.

There is also an allegation that the colleges are withholding their documents. The advisory states that COVID-19 has disrupted the examination schedule of medical education in the country for the past one and a half years. This puts a lot of pressure on medical students.

NEET exam was postponed due to delay in arrival of new batch of postgraduate students. Many universities could not conduct the exam for the postgraduate final year students. In view of these constraints, an advisory was issued by the NMC, facilitating the institutions to use the services of MD/MS students till the arrival of new batch of students who had completed their three-year tenure . It was clearly mentioned that they should be given stipend and the hostel facility should be continued. This was done to augment the medical manpower during the pandemic, the advisory said. “Unfortunately, we have received many complaints from students that many institutes are refusing to pay stipend after their tenure is over and not even giving them relief. They have their documents. It is illegal. Hence this advisory is being issued,” the NMC said.
