Jharkhand Raj Bhavan has returned the Jharkhand Mob Violence and Mob Lynching Prevention Bill. It has been said that the government should define crowd in this bill correctly. Apart from this, many differences have also been pointed out in the Hindi and English formats of the Bill.

Earlier, Governor Ramesh Bais had taken legal advice on this. It has been told that in the Bill a group of two or more persons has been called a mob. Raj Bhavan has objected to this. Also, it has been asked to define it correctly and improve it. The Jharkhand Assembly had given its assent to the bill during the winter session on December 21 last year.

Provision was made in this that boycotting someone socially or commercially would also be called mob violence. Violence by two or more people will be considered as mob violence in the eyes of law. In this, provision has been made for the punishment of life imprisonment and fine ranging from five to 25 lakhs on the death of any person. The BJP leaders had demanded the Governor not to approve it, rectifying the many flaws in this bill. Let us tell you that earlier, Jharkhand had returned the file related to TAC’s manual to the government. In this, instructions were given to change the rules of the Tribal Advisory Council. It was clearly stated that the rules were contrary to the executive.

The TAC’s manual was said to be against the spirit of the Fifth Schedule of the Constitution and encroachment on the rights and powers of the Governor. It was said that the Governor should have the power to nominate at least two members to the TAC. It was also stated that the Government did not take any consultation with the Governor at the time of framing the new rules of TAC.
