Panaji: Chief Minister Pramod Sawant on Wednesday said that the state government has only notified the Goa Mineral Ore Permanent Fund (GMOPF) scheme and none of the money has been utilized so far. Sawant was responding to criticism from some quarters over the use of the fund by the state. “The state has not spent even a single rupee from the state mineral fund so far. We want it to be spent to include covid, he said. If it is being done in interest, then they should appreciate it and not criticize it,” Sawant said.
Sawant then explained the mechanism involved in the utilization of the fund money. “On July 27, the member secretary of the CEC wrote to the Directorate of Mines and Geology (DMG) seeking clarification regarding the notification of the scheme without the approval of the Supreme Court. on 9th August, dmg Clarified to the Member Secretary that the notification of the scheme has been approved by the State Government on the condition that its implementation would be subject to the final decision of the committee. Sawant said that in July last year, the state DMG had written to the member secretary, CEC, about the draft of the GMOPF scheme and submitted the draft. Then, on 2 December, the DMG again wrote to the Member Secretary on some developments related to the draft plan. While there was no response from the CEC, Sawant said, “In April (this year), an affidavit was filed before the SC by the DMG regarding the scheme in compliance with the SC’s directions in the 2012 case. On June 10 The cabinet approved the GMOPF scheme and placed it before the Supreme Court on the condition that the implementation would be subject to the final decision of the court,” Sawant said.
The CM said that the state has made necessary communication to the CEC from time to time. “It is clear that we want to use the mineral fund only in the interest of the state, which is subject to all clarifications with the SC and CEC,” Sawant said.
