Facebook will publish interim compliance report as per IT rules on July 2, final report on July 15

Social media giant Facebook said on Tuesday that it would publish an interim report as mandated by IT regulations on July 2, and provide information on the number of consecutively removed content between May 15 and June 15. The final report will be published on July 15. containing details of user complaints received and action taken.

The new IT rules – which came into effect from May 26 – oblige large social media companies to periodically publish compliance reports every month detailing complaints received and action taken on them. The report also includes the number of specific communication links or parts of information that the moderator has removed or disabled access to in pursuance of any active surveillance conducted using automated tools.

As per IT rules, we will publish an interim report on 2nd July for the period 15th May to 15th June. This report will detail content that we have actively removed using our automated tools, a Facebook spokesperson said in a statement. The spokesman said the final report would be published on July 15, detailing the complaints received and action taken. The July 15 report will also include data related to WhatsApp, which is currently being validated, the spokesperson added.

The July 2 report will be an interim report and will not contain the details of complaints received and action taken as we are in the process of validating this data and this data will be provided in the July 15 report as per available information. On Facebook’s Transparency Center webpage.

The new IT regulations are designed to prevent misuse and abuse of digital platforms, and provide users with a robust platform for grievance redressal. Under these rules, social media companies must remove content flagged for nudity and obscenity within 36 hours and material flagged for nudity and obscenity within 24 hours. Important social media intermediaries – which have over 5 million registered users in India – are also required to appoint a Chief Compliance Officer, a Nodal Officer and a Grievance Officer and these officers are required to be resident in India.

Non-compliance with IT regulations will result in these platforms losing their intermediary status which gives them immunity from liabilities on any third party data hosted by them. In other words, they may be liable for criminal action in case of complaints.

Facebook recently named Spurti Priya as its Grievance Officer in India, while Facebook-owned WhatsApp appointed Paresh B Lal as its Grievance Officer for India. India is a major market for global digital platforms. According to recently cited figures by the government, India has 53 crore WhatsApp users, 41 crore Facebook subscribers, 21 crore Instagram subscribers, while 1.75 crore account holders are on the microblogging platform Twitter.
