Directorate General of Civil Aviation (DGCA) has been proposed to amend rules On “Carriage by Air – Persons with Disabilities and/or Persons with Reduced Mobility”, adding: “The airline shall not refuse to carry any person on the ground of disability. The proposed amendment comes after IndiGo barred a specially-abled child from boarding the Ranchi-Hyderabad flight on May 7. Following huge outcry over the issue, the DGCA has probed the matter and blamed the airline’s “insensitive operations”. issue. It imposed a fine of Rs 5 lakh on IndiGo. The regulator had ruled that IndiGo’s ground staff, who could have avoided the situation with “more compassionate management”, had “grieved” the same.
Public opinion is sought on rule amendments and proposed new regulations. Keeping in view the comments, the final revised/new rules are subsequently notified as law.
