Delhi: PWD changes rules, gives new boost to drainage master plan – Henry Club

After not getting a good response to its Drainage Master Plan project, the Public Works Department (PWD) has taken it forward afresh by issuing a re-tender. An official said that only two bidders came forward and they too did not fulfill the eligibility criteria.

After the failure of the first tender, the PWD has invited a fresh tender with changes in requirements and a Detailed Project Report (DPR) to prepare a Detailed Project Report (DPR) to address the problems of water logging. for providing solutions for storm water systems. “We got only two bidders and both failed to meet the required criteria. The PWD has a Board of Assessors to appoint consultants for such large projects and technical evaluation and quality are critical for the appointment of a consultancy service. But the two bidders were short of both, so we have now floated fresh tenders with some changes in the requirements,” the officials said.

The final tender for the appointment of consultants was floated in January. However, due to delay in the tender process, the project has been delayed by 3-4 months.

Under the new tenders released this week, PWD seeks to engage qualified consultancy service to provide holistic drainage solutions as per the framework of Drainage Master Plan and beyond, to provide a system where waterlogging in NCT of Delhi – Najafgarh should not be. valley.

The consultant is expected to provide actionable and implementable solutions along with a road map for the implementation of engineering solutions. Officials said that tenders for the other two basins would also be floated soon.

“The scope of work will include consideration of parameters for improving the drainage network of Najafgarh Basin falling under the jurisdiction of NCT Delhi. Once appointed, the consultancy will provide solutions for individual drainage and locations and also at the macro level,” the official said.

The official said that the consultant will conduct a feasibility study at the micro and macro level for the entire Najafgarh basin to find out the reasons for waterlogging, delay in drainage of surface runoff etc and provide solutions.

The consultants will also survey the existing pipelines, drains and other potential stormwater disposal systems at all possible waterlogged locations. Reverse level of drains, road level, surrounding ground level will be recorded to provide efficient drainage solution. In addition, the consultants will also conduct a hydraulic study and environmental impact assessment and provide an estimate for the construction work.

“Tenders will start coming in from June 1 and the department is planning to complete the tender process, selection of bidders and contracts by the end of June to avoid any further delay. This is one of the major projects of the Delhi government,” said a senior PWD official.

Water logging and urban flooding is a perennial problem in the capital city and to address these problems, the Delhi government a few years back commissioned IIT-Delhi to prepare a detailed ‘Drainage Master Plan’ for the NCT of Delhi . However, the government found the IIT’s plan to be “general” in nature and appointed PWD as the nodal agency to provide a more detailed solution for each of the three basins.

The PWD has now started the preparatory work along the Najafgarh Basin, which has 123 drains and an area of ​​918 sq km. The other major basins of the city are Barapullah and Trans-Yamuna and tenders for these basins will also be floated soon, officials said.

Once the contract is awarded, the tender will have to submit the DPR within one year and PWD will give two years for project execution and one year for resolution verification. Officials said the entire drainage system of the national capital would be redeveloped by 2025.
