The “decoding error” came to light when one of the unsuccessful doctors filed a request for a photocopy of his answer sheet. DNB does not allow revaluation, re-checking or recounting but failed students can ask for a photocopy of their answer sheet.
The exam was conducted in March 2021 and the results were declared on 30 July. On August 10, Dr. Jitendra Kumar had applied for photocopies of his answer sheets. About two months later, on October 6, when he got it, he found that the copy of the answer sheet of Paper IV belonged to someone else. After much delay and back-and-forth correspondence, NBE finally accepted the mix-up on November 17. Dr Kumar was told that not only in his case but also for 47 other candidates the answer sheets were mixed and the revised results were declared on November 24. Thus, the deadline for candidates to apply for copies of their answer sheets had passed long before NBE finally entered the mix. Due to this many candidates are asking for copies of their answer sheets under RTI. Dr Kumar, who had earlier scored 177, revised it to 189, but it was still three points short of the pass mark. He has filed a case in the Delhi High Court, in which he has also mentioned that there was a wrong question of five marks in the fourth paper.
During the hearing, NBE’s counsel revealed that all the students were given two marks for the wrong question. January 27 is the next date of hearing.
Meanwhile, less than a month after the results of the previous exam were declared, the next exam was held from August 24 to 27. The August exam results were declared on November 24. Then, the next exam date was December 16, less than a month later. Thus, in the last two examinations for DNB final year, which saw a very low pass percentage in specialties such as Orthopedics, Pediatrics, ENT (Ear, Nose and Throat) and Pathology, the candidates were required to check their answer sheets sufficiently. Time was not given. Responding to TOI’s queries, NBE said that the examination committee of NBE constituted a subcommittee of three officials who were not part of the results section to review the entire decoding and tabulation work relating to all specifications and all papers. In response to the RTI query by the candidates whether the inquiry was done, the NBE replied that no. “The committee observed that except in Paper IV of Orthopedics, in all other cases the marks assessed were shown correctly. There were 48 decoding errors of transcription of the digits assessed in Paper IV of Orthopedics. This was the result of a clerical error which was unfortunately not detected before the declaration of the result,” the NBE statement said, adding that safeguards have been introduced against the repetition of such mistakes.
