Singh got 78,966 votes against Sah’s 75,145.
Tarapur was vacated after the death of JD(U) MLA Mewa Lal Chaudhary.
The ruling party won earlier in the day Kusheshwar Asthan seat by a comfortable margin of over 12,000 votes.
JD(U)’s Aman Bhushan Hazari, whose father’s death had forced the bypoll, got 58,882 votes. RJD candidate Ganesh Bharti got 47,184 votes.
