The Bhagwant Mann government is on a collision course with the Punjab bureaucracy over the recent arrests of officials in corruption cases.

The recent arrest of senior IAS and PCS officers has forced them to go on mass casual leave for five days from Monday. The officers of the Punjab Civil Services are joined by the Revenue Officers.

PCS officers protesting the “illegal” arrest of a colleague in Ludhiana on Monday. Subsequently, senior IAS officer Neelima was arrested in connection with the industrial plot scam, in which a former Congress minister has also been booked.

Chief Minister Bhagwant Mann has appealed to the protesting employees to call off the strike, though he said the government has zero tolerance against corrupt officials.

PCS officers are protesting against the arrest of Narinder Singh Dhaliwal, posted as Regional Transport Authority in Ludhiana, for allegedly taking bribes from transporters, while IAS officers are angry over the registration of a case against Nilima in the industrial plot case. Huh.

Official sources said a group of senior IAS officers met Chief Secretary Vijay Kumar Janjua and expressed displeasure over cases being registered by the Vigilance Bureau without necessary clearance. Some officers even threatened to resign.

Following representations from officials, the Punjab CM has reportedly directed the Chief Secretary to ascertain whether prior permission under Section 17A of the Prevention of Corruption Act was taken before registering a case against Nilima.

The Chief Minister also met PCS officers. The development followed an unprecedented “revolt” by the state bureaucracy over alleged illegal arrests of officials.

In a statement, the PCS Officers’ Association said they were grateful to the Chief Minister for showing sympathy towards them, but indicated that their protest would continue till their colleague was released.

The Punjab Revenue Officers’ Association also extended its support to the PCS officers and decided to go on mass casual leave till January 13.
