After Punjab, Haryana Assembly presented a resolution on Chandigarh, demanding construction of SYL canal

Less than a week after Punjab Chief Minister Bhagwant Mann moved a resolution on similar lines, escalating tensions between the two neighboring states over the union territory, the Haryana Assembly on Tuesday introduced a resolution claiming Chandigarh. did.

Chief Minister Manohar Lal Khattar had tabled the resolution in the state assembly and urged the Center not to take any steps till all concerns regarding the Punjab Reorganization Act are addressed.

The House also urged the Central Government to take measures for the construction of the Sutlej-Yamuna Link Canal in compliance with the Supreme Court order.

The resolution moved by Khattar during the special session said, “This House takes note of the resolution passed in the Punjab Legislative Assembly on 1st April, 2022, recommending that Chandigarh be transferred to Punjab. The matter should be taken up with the central government.” Haryana Legislative Assembly.

Reading out the resolution, Khattar said, “The Haryana Legislative Assembly has on at least seven occasions passed a resolution urging the completion of the SYL canal at the earliest. Several agreements, settlements, tribunal findings and court decisions have single-handedly upheld Haryana’s claims for water and directed completion of SYL.

Pointing out to Punjab’s fault, Khattar said, “Indira Gandhi Accord, Rajiv Longowal Accord and Venkatramaiah Commission have accepted the claim of Hindi speaking areas of Haryana which come under the territory of Punjab. The transfer of Hindi speaking villages from Punjab to Haryana is also not complete.

Khattar also pointed out that Haryana’s right to share the waters of Ravi and Beas rivers by constructing SYL canal is historically, legally, judicially and constitutionally established over time.

The recent amendment to the Bhakra Beas Management Board rules by the central government for appointment of whole-time members is against the spirit of the Punjab Reorganization Act, which treats river projects as common property of the successor states of Punjab.

“The House notes with concern that the share of officers of Haryana on deputation in the Chandigarh Administration has been declining over the years,” the official resolution said.

Leader of Opposition Bhupinder Singh Hooda said that Haryana can accept Punjab as elder brother but not as elder brother. The action of Punjab demanding the transfer of Chandigarh will spoil the relations between the two states.

Mann had said in the one-day assembly session in Punjab last week, “Chandigarh city was created as the capital of Punjab. In all the previous examples, whenever a state has been bifurcated, the capital remains with the parent state. Therefore, Punjab has been claiming to completely transfer Chandigarh to Punjab. In the past, this House has passed several resolutions urging the central government to shift Chandigarh to Punjab. Keeping in view the harmony and sentiments of the people, this House once again recommends to the State Government to take up the matter with the Central Government so that Chandigarh can be immediately transferred to Punjab.
