US abstains from UNWRA Palestinian withdrawal affirmation right to vote

The Biden administration has avoided – but did not reject – a General Assembly Resolution affirming the right of return of Palestinian refugees to sovereign Israel.

In doing so, it broke with the voting pattern on Israel set by former US President Donald Trump in which all such texts received an automatic “no” vote.

However, the Obama administration has traditionally avoided this particular text, which comes annually before the UNGA.

“This year, the United States has returned to a state of abstinence over the text “Aid to Palestine Refugees”, US Deputy Ambassador Richard Mills told the UNGA Fourth Committee on Tuesday afternoon.

He spoke as the committee gave preliminary approval to six anti-Israeli and pro-Palestinian draft resolutions that will come to the UNGA Plenum for a final vote later this year.

Three of those texts confirmed the work of the United Nations Relief and Works Agency, which serves 5.7 million Palestinian refugees in Syria, Lebanon, Jordan, Gaza, the West Bank and East Jerusalem.

All three of those resolutions call for the right of Palestinian refugees to return to sovereign Israel or to receive compensation for property lost when they flee their homes.

Of the three, the proposal titled “Aid to Palestinian Refugees” is considered the most benign.

The US voted against the other two resolutions on UNRWA. Canada similarly avoided the text Aid to the Palestinian People and then rejected the other two.

Other countries that did not participate were Cameroon, the Marshall Islands, Micronesia, Nauru, Palau, Papa New Guinea and Uruguay.

The Trump administration opposed UNRWA and cut US funding to the organization. Both the Trump administration and Israel have alleged that the textbooks used in UNRWA schools are anti-Semitic and incite against Israel.

He opposed the UNRWA policy of granting refugee status to the descendants of Palestinians who fled their homes in 1948, a move he describes as creating a growing population of refugees.

Israel has also opposed the right of return for Palestinians to sovereign Israel, a move it argues would destroy the country’s identity as an ethnic national homeland for the Jewish people. This explained the essence of the two-state proposal for the conflict, with Palestinians fully entitled to return to a single Palestinian state, just as Jews would have the full right of return to Israel.

However, the Biden administration has restored US funding and support for UNRWA.

“As many members know, under President Biden, the United States announced that it would restore its financial aid to UNRWA, which we believe is a vital lifeline for millions of Palestinians across the region,” Mills said. Told UNGA.

Mills said, “Since April, the US government has provided UNRWA more than $318 million in fiscal year 2021, including critical support for education, health and social services, to help millions of Palestinian refugees registered with UNRWA.” has benefited.”

The US, he said, noted that some changes were made to the text of the resolutions on UNRWA “which reflect our priorities in line with strengthening UNRWA.”

He added that “the United States will continue to work with UNRWA to strengthen the agency’s accountability, its transparency, and its consistency with United Nations principles.”

Mills called on UN member states to support UNRWA financially, noting that many of those who voted in favor of the three UNRWA resolutions were unwilling to spend money on the organisation.

“I would like to take a moment to point out the overwhelming support of Member States for these resolutions voted here today compared to the relatively few Member States that financially support UNRWA.

Mills said, “In light of the agency’s immediate shortage, the United States urges member states to support UNRWA’s services for Palestinian refugees, not only in words, but in action, and to do so on an expedited basis.” for.”

The proposals were voted on before a donor pledge conference for the UNRWA to be held in Belgium on 16 November.
