The rigging in the purchase of oxygen concentrator in Rajasthan can be gauged from the fact that the company which is ready to sell the concentrator to Kerala for Rs.32 thousand, is selling it to Rajasthan for Rs.50 thousand. Had the state government studied the prices of Kerala, there would have been no wastage of money. The main condition for buying a concentrator was that there should be a guarantee of one to three years.

There was a company that gave a guarantee of 3 years, but rejected it. Bought many concentrators from a company that gave one year guarantee. The papers of this deal are with Bhaskar. Not only this, oxygen concentrators were bought from companies selling soap, salt-pepper and LED. They did not have experience in manufacturing, selling or buying medical equipment. In the name of emergency, he bought Chinese concentrate and sold it to the government.

Concentrators were also procured from the company which was blacklisted by RMSC in 2019. Financial rules have also been violated in concentrate purchase. Under the rules, tax is paid to a company after the goods are delivered, but companies selling concentrates in the state were paid 12% GST first. The Center had reduced the GST rate on the concentrate to 5%, yet 12% was paid. Concentrators of many companies have not arrived yet.

Health workers said – take away this concentrator not of use for Kovid patients
Bhaskar spoke to the health workers using concentrators at the health centers. They said – they are useless. Of no use to the patients. 10% of concentrates given to health centers are those whose language of dialect, buttons and manuals is Chinese. Applying such a concentrator to the Kovid patient will only harm them. Most concentrators do not have a purity indicator. Oxygen purity is very low (30-50%) in those that do.

Pulmonologist Dr. Virendra Singh and neurosurgeon Nagendra Sharma tell – Concentrator is applied to the patient with moderate symptoms. If the purity of oxygen saturation is less than the prescribed standard (90%), then carbon dioxide starts increasing. There is a fear of brain death, heart and kidney failure.
