The search is on abroad for the master-mind of the fraudulent Brakel company to grab a big power project in Himachal. Vigilance and Anti-Corruption Bureau of Himachal has issued blue-corner notices to many countries through the Ministry of Home Affairs and Interpol. On the notice, the US has clarified that the main leader of Brakel is not in their country. Responses to the notices from other countries are yet to come.

At the same time, the Special Investigation Unit (SIU) of Vigilance is probing whether Brakel was a joint venture company or not. The documents submitted by this company to grab the Jangi Thopan project in Himachal were all fake or were the correct documents given by the company?

Brakel and Jungian imposition dispute is old

The dispute between the Brakel Company and the Jangi Thopan Power Project is an old one. In the year 2006, the state government allocated the Jangi Thopan project to Brakel. Reliance was second in the bid for the 960 MW capacity project. When the then Dhumal government came to know that the company had submitted forged documents, the Dhumal government entrusted its investigation to the Vigilance.

The Virbhadra government had given the war-imposed project to Adani

After this there was a change of power and the former Virbhadra government decided to give the war imposed project to Adani. Adani also deposited upfront money of Rs 260 crore and penalty of Rs 20 crore, but Jairam Sarkar gave the project to Satluj Jal Vidyut Nigam (SJVNL) without returning the upfront money, accusing the company of mistake in the financial bid. After this, Adani is fighting a battle over the upfront money in the High Court. Adani has finally won the battle and the High Court has ordered the government to refund Adani’s upfront money, but the investigation against Brakel is still on.

Crores of revenue loss to the government

The state government has suffered a revenue loss of crores of rupees due to this project. Had the project been completed on time, the government would have got crores of rupees in the form of royalty in the exchequer. In this regard, Vigilance has registered an FIR in Shimla in August 2019.
