Moscow has sought a legally binding guarantee from NATO that the bloc will halt its expansion and return to its 1997 borders.
Responding to a question about what this would mean for Bulgaria and Romania that joined NATO after 1997, the ministry said Russia wants all foreign troops, weapons and other military hardware to be withdrawn from those countries. .
