Punjab, Haryana in list of top 7 states that make life easier for business – Times of India

New Delhi: Seven states, including Andra PradeshGujarat, Haryana, KarnatakaPunjab, Tamil Nadu and Telangana, has emerged as the top achiever among the states and union territories business improvement action plan ,BRAP) evaluation, consisting of 15 areas and 301 improvement action points.
Based on their performance, states and union territories have also been classified as ‘achievers’, ‘aspirant’ and emerging business ecosystem, unlike in the past, when they were ranked.
Now they are being prompted to make provisions in their laws non-criminal so that minor offenses do not result in harsh punishment. The move comes as a similar exercise at the Centre, with several laws, such as the Companies Act, already seeing changes. “We have requested the states to look very closely at de-criminalisation… make it a civil penalty or compoundable for minor violations,” it said. Ranking equivalent to the Ease of Doing Business, 2020 saw the introduction of 118 new improvement standards and 72 regional updates, the latest being the latest version. The parameters include single window clearance mechanism, inspection modules across states, obtaining construction and utility permits, environmental clearance, land administration and transfer of property and plug and play facilities for businesses to set up shop in industrial estates and parks.
Releasing the report, the Center said that 7,496 reform initiatives have been implemented in states and union territories as part of the BRAP exercise, pointing to ease of living for businesses.
“The reforms that are happening now are responsive reforms. Unlike the 1991 reforms that we were given to implement, there is no compulsion now. The aim is to see what will improve the system and ensure a better life for us. An element of nudge has been brought in at every level of government. Nuding cannot be done by the government alone and the industry has to play a big role there,” Finance Minister Nirmala Sitharaman Releasing the ranking.
Minister of Commerce and Industry Piyush Goyal Said that the system has evolved from being evidence-based, when it was launched in 2014, to one which is based entirely on the feedback of the stakeholders.
