New Delhi: Describing the oceans as the ‘lifeline of international trade’, Prime Minister Narendra Modi on Monday called for removal of barriers on maritime international trade. The Prime Minister also laid out five principles, including removing barriers to maritime trade and peaceful settlement of disputes, on the basis of which a global roadmap for maritime security cooperation can be developed.
The PM made these remarks while presiding UN Security Council high level open debate on maritime security
Addressing the debate, the PM said, “Last year on World Maritime Day, the UN Secretary-General highlighted the vital role of seafarers in maintaining the global supply chain during the pandemic, I hope the Council takes such views. will take it further.”
The PM further said that “sea routes are being used for secrecy and terrorism,” and outlined 5 principles on the issue, including India’s 2015 maritime vision of Sagar.

The PM also reminded world leaders, saying, “We must take into account fiscal stability, ability of countries while building infrastructure projects to enhance maritime trade.”
“We want to build an inclusive framework on maritime security in our region based on the vision of SAGAR (Security and Growth for All in the Region). This vision is for a safe, secure and stable maritime domain,” PM Modi said. .
5 principles for building a roadmap for maritime security cooperation
PM Modi also laid out five principles, including removing barriers to maritime trade and peaceful resolution of disputes, on the basis of which a global roadmap for maritime security cooperation can be prepared.
“We must remove barriers to legitimate maritime trade. Global prosperity depends on the active flow of maritime trade. Any disruption to maritime trade can put the global economy at risk,” PM Modi elaborated on the first principle .
He said the second principle was that maritime disputes should be settled peacefully and on the basis of international law. “It is very important to have mutual trust and confidence. This is the only way we can ensure global peace and stability,” he said.
PM Modi said that the third key principle was that the global community should simultaneously confront natural disasters and maritime threats created by non-state actors. He said that India has taken several steps to enhance regional cooperation on the subject.
Conservation of the marine environment and marine resources, and promotion of responsible maritime connectivity were the fourth and fifth principles enunciated by the Prime Minister.
With this, he also became the first Indian Prime Minister to preside UN Security Council open debate
US Secretary of State Antony Blinken, Niger President Mohamed Bzoom, Kenyan President Uhuru Kenyatta, Vietnam Prime Minister Pham Minh Sign and Democratic Republic of Congo (DRC) President Felix Tshisekedi were other dignitaries who attended the event.
Several high level briefers from the United Nations system and major regional organizations also participated in the virtual meeting. According to the Prime Minister’s Office, the open debate on ‘Enhancing Maritime Security – A Case for International Cooperation’ focused on ways to effectively combat maritime crime and insecurity and strengthen coordination in the maritime domain.
In a statement, the PMO had said that this would be the first time that such a high-level open debate on maritime security would be discussed in a “comprehensive manner” as a special agenda item.
“Given that no country alone can address the diverse aspects of maritime security, it is important for the United Nations Security Council to consider the issue holistically,” the statement said.
The United Nations Security Council has discussed and passed resolutions on various aspects of maritime security and maritime crime in the past. However, this was the first time that maritime security as a whole was discussed as a special agenda item in such a high-level open debate.
