Parliamentary panel summons CAG officials over delay in presenting audited accounts of departments in Lok Sabha

A parliamentary panel has called on CAG officials to brief them about the “unreasonable” delay in presenting the annual reports and audited accounts of various autonomous bodies in the Lok Sabha, sources said on Sunday.

According to a notice issued by the Lok Sabha Secretariat, the Parliamentary Committee laid on the Table of Lok Sabha under the chairmanship of BSP Ritesh Pandey is convening a briefing session with the representatives of the Comptroller and Auditor General (CAG) on Monday.

Panel sources said this is perhaps for the first time that a House panel other than the Public Accounts Committee (PAC) will hold formal discussions with the CAG officials.

The committee had called representatives of various ministries and departments for not keeping the papers on time.

Panel sources said that during the probe, several organizations have pointed out that audits by the CAG sometimes take more than the prescribed time, leading to delays, the panel sources said.

The Committee found it prudent only to have a formal interaction with the office of the CAG to get acquainted with the reasons for the delay and to take advice as to what should be the way so that there are statutory requirements to keep the papers within the stipulated period. The timing can be met, he said.

This Parliamentary Committee is constituted every year to inquire into the reasons for undue delay in maintaining the Annual Reports and Audited Accounts of various Autonomous Bodies, PSUs, Commissions, Organizations and Ministries/Departments and others under the administrative control of the Central Government. These departments are required to lay their audited accounts and reports on the Table of the House within nine months of the close of the financial year i.e. by 31st December every year.
