Bhubaneswar: The Odisha government has decided to set up 14 new cyber police stations at various places including one each in Bhubaneswar and Cuttack. At present there are only four cyber police stations, one in each. ridgeBerhampur, Rourkela and Sambalpur are operational in the state.
“We have sent a proposal to the government for 25 new cyber police stations. The government has agreed to set up 14 new cyber police stations. Since cyber crimes are on the rise and many people are falling prey to cyber frauds, we need a cyber police station in each district to deal with digital crime effectively,” said a senior crime branch official.
The Crime Branch also plans to set up a state-level body to oversee the functioning and performance of all cyber police stations in the state. As planned, an IG-rank officer will head the proposed cybercrime investigation agency.
At least 779 cyber crime cases have been registered across the state from January 1 to May 31 this year. There has been an alarming increase of 31 per cent in cybercrime crimes in Odisha in 2020 as compared to 2019. Odisha Police data said that a total of 1931 cyber crime cases were registered last year as against 1475 cases in 2019.
The state police headquarters is asking police personnel to incorporate the concept of ‘golden hour’ while investigating cyber crimes. The police are being asked to effectively utilize the crucial golden hour – the gap between the occurrence of a crime and the response after a case is registered.
Slow investigation and poor punishment have often raised questions about the effectiveness of the police in solving such complex cases. going by latest National Crime Records Bureau ,NCRBAs per the data, not a single case has been convicted in the state between 2018 and 2020.
Last year, the trial was completed in only one case, which ended with an acquittal. Till now a total of 1049 cyber crime cases are pending in the courts. With this disappointing performance, the conviction rate was zero last year, the NCRB report showed.
In 2019, the trial could not be completed in a single case. With no convictions or acquittals, the conviction rate dropped to zero. At least 687 cases were pending for hearing in 2019.
Only two cases, in which the trial was completed in 2018, ended with acquittals, leaving the faces of the police red. The pendency of court cases stood at 548 while the conviction rate in 2018 was zero.
