The minister also complained of “lack of initiative” on the part of the Center to set up public sector units in Bihar, which could boost “industrial development and technical education” in the state.
Besides, Bihar “had been deprived of the benefits of the Green Revolution”, the minister said, highlighting the sub-farm development in the state.
Yadav said that despite these limitations imposed by geography and history, the state has registered a “strong growth rate in the last one-and-a-half decade” and achieved “growth with justice”.
He also claimed that the overall quality of agriculture, electricity, roads and governance has improved.
Pointing out that NITI Aayog has been set up with the objective of economic “transformation” of the country, Yadav stressed that it cannot be accomplished without transforming Bihar.
The minister said the special category status would reduce the state’s liabilities with respect to welfare schemes and the government would be in a position to offer “tax exemptions” and “financial subsidies” to attract private investment, thereby boosting the growth engine.
