As explained in a blog by Microsoft, Smart App Control (SAC) blocks untrusted or potentially dangerous applications. The SAC is configured in the first evaluation mode. While the SAC is in evaluation mode, it will learn if it can help protect you without getting in your way. If so, it will turn on automatically. Otherwise, it will turn off automatically. While in evaluation mode, the user can manually turn on SAC in the Windows Security app under the App and browser controls section. It’s worth noting that SAC can only be enabled on Windows devices that have performed a clean install with the latest Insider Preview build (build 22567 and higher).
