NCPCR says out of 1027 government schools in Delhi, only 203 have a major, seeks clarification

Out of 1,027 government schools in the national capital, only 203 have headmasters or principals, apex child rights body NCPCR said on Tuesday and sought an explanation from the Delhi government for the high vacancy in important posts. In a letter to Delhi Chief Secretary Vijay Dev, the National Commission for Protection of Child Rights (NCPCR) said that its team led by its chairman visited several schools in Delhi and found discrepancies with respect to infrastructure and other aspects. It also came to the notice of the Commission that the post of Head of School (HOS) was found vacant in most of the schools visited by the team.

The NCPCR said that there are a total of 1,027 schools under the education department, out of which only 203 schools have a headmaster/acting headmaster/principal. NCPCR President Priyank Kanungo said that the Head of the School has an important role to play in ensuring a positive learning environment and caring and inclusive culture in schools.

The NCPCR chief said that the absence of the headmaster or headmaster of the school will also have an impact on the safety of the children. “Further, as per the schedule given in the RTE Act, 2009, outlining the norms and standards for schools, for classes 6 to 8, where the admission of children is above hundred, the school should have a full-time headmaster.” NCPCR said.

NCPCR is the monitoring authority of the Right to Education (RTE) Act. Kanungo asked the Chief Secretary to share his comments with “factual position regarding vacancies of HOS/Principal and action taken in this regard” by April 19.
