Kendriya Vidyalaya Teachers Protest Arbitrary Transfer Policy: Letter to Lok Sabha Speaker Om Birla

Teachers of Kendriya Vidyalaya Sangathan (KVS) have written to Lok Sabha Speaker Om Birla expressing their dissatisfaction over the latest transfer policy of the Centre. In the letter, they outline their grievances and offer suggestions for improvement.

Frequent changes in transfer guidelines

KVS Headquarters in New Delhi has issued four transfer guidelines in the last five years (2018, 2019, 2021 and 2023). The letter highlights the concern that the lax transfer policy causes significant hardships to KVS teachers.

Issues related to current transfer policy

The current transfer policy lacks provisions for “on request” or “intra-station transfer”. Along with this, the possibility of mutual transfer has also been abolished if two teachers agree. These limitations negatively impact teachers and hinder their professional development.

reduction in concessions

Earlier, transfer concessions were given to KVS employees and their spouses if they were posted within a radius of 100 kms from each other. However, the latest policy limits this concession to cases where both the persons are posted at the same place. In addition, women teachers, who were earlier allowed to stay at one place for 15 years, will now face a lower limit of seven years.

lack of new recruits

Despite the availability of a list of 12,000 new teachers, no new recruitment has taken place in the last four years. The absence of new teachers negatively impacts the system’s ability to effectively address transfer needs. Transfer is necessary to relieve teachers working in challenging locations like the North-East after completing their three-year tenure. Though the teachers are not against transfers, they oppose arbitrary changes in the policy.

protest and legal action

To express their concerns, the KVS teachers union has planned to stage a black badge protest on July 18. If their demands are not heeded, they intend to protest in front of the regional KVS offices or at Jantar Mantar. Additionally, they also express the possibility of going to court to challenge the policy and filing cases with the Central Administrative Tribunal, if necessary.

conclusion

Kendriya Vidyalaya teachers are raising their voice against the arbitrary transfer policy by writing a letter to Lok Sabha Speaker Om Birla. The purpose of their protest and possible legal action is to draw attention to their grievances and seek a more favorable and equitable transfer policy.
