Keep all stadiums open till 10 pm, orders of Delhi Chief Minister Kejriwal. Meet the IAS officer whose ‘Callo with the dog’ drew naughty outrage

Following the news that IAS officer Sanjeev Khirwar was taking his dog for a walk at the Thyagaraj Stadium in Delhi, Delhi Chief Minister Arvind Kejriwal on Wednesday issued an order to the Sports Department to keep all the stadiums open till 10 pm.

“News has brought to our notice that some sports facilities are being closed early, causing inconvenience to the players to play till late at night. CM @ArvindKejriwal has directed that all sports facilities of Delhi Government should remain open for sportspersons till 10 PM,” tweeted Delhi Deputy Chief Minister Manish Sisodia.

People took to Twitter to express their outrage after a report in Indian Express Said that for more than a month, athletes and coaches at the Delhi government-run stadium have been complaining about being forced to end training by 7 pm earlier than usual. The report said the trouble was caused by Delhi Principal Secretary (Revenue) Sanjeev Khirwar, who apparently takes his dog to the facility around 7:30 pm.

Indian Express Visited the stadium on three evenings in the last seven days and saw stadium guards walking towards the track at around 6.30 pm, blowing whistles and making sure to clear the ground by 7 pm. When the newspaper contacted Khirwar, he admitted that he “occasionally” takes his pet for a walk at the facility, but denies that it disrupts the athletes’ practice routines.

Sanjeev Khirwar drew national outrage

“Thank you to Delhi Principal Secretary Sanjeev Khirwar for not having a horse as a pet. We owe you a debt,” wrote a Twitter user. Several top celebrities and politicians also reacted to the shocking revelations in the report.

Congress leader Manish Tewari wrote, “If this happens in Delhi, imagine what will happen in those districts where the DC and SSP believe that they are the masters and owners of the survey.”

“Very good! Stadium is empty, asked athletes to go, so that Delhi government’s Principal Secretary Revenue Sanjeev Khirwar can walk his dog! Definitely a suitable babu to serve the Aam Aadmi Party government! (sic),” Activist-lawyer Prashant Bhushan tweeted.

Francis Joseph, an entrepreneur and a TEDx speaker, demanded action from Union Minister Anurag Thakur.

But who is Sanjeev Khirwar?

Born on 29 November 1971, Sanjeev Khirwar is a 1994 batch IAS officer from AGMUT cadre. He has earlier held important positions like Secretary Health and Family Welfare, Revenue, Finance and General Administration Department.

According to the website of the Ministry of Home Affairs, senior IAS officers have BTech in Computer Science and MA in Economics. Upon completing his training at the Lal Bahadur Shastri National Academy of Administration in Mussoorie, Khirwar was posted as SDM Chandigarh early in his tenure.

During his civil service tenure of nearly two decades, Khirwar has held important positions like Goa Excise and Finance Commissioner and Deputy Commissioner of West Delhi.

He has also served as Additional Secretary in the Agricultural Marketing Board. Khirwar has been given the charge of Commissioner Excise and Taxation Department, Government of Delhi 2006-07.

The IAS officer has also served as Secretary in Arunachal Pradesh and is posted as Secretary to the Government of Andaman and Nicobar. As part of his central deputation, Khirwar was posted as Private Secretary to the Union Minister for Women and Child Development.
