Jharkhand: Assembly proceedings adjourned indefinitely, three bills were passed on the last day

The five-day winter session of the Jharkhand Legislative Assembly concluded on Wednesday. Apart from passing the second supplementary budget of Rs 2,926 crore in the session, a bill related to the special law against mob lynching was passed after which the assembly was adjourned sine die.

In the session that began on December 16, the opposition protested against the government alleging corruption and irregularities in the Jharkhand Public Service Commission examination and demanded a CBI inquiry into it. Due to the uproar over this issue, the proceedings had to be adjourned several times. However, Chief Minister Hemant Soren did not take any interest in it and claimed that those who pointed fingers at these examinations are ‘Manuwadis’ who do not want the welfare of Dalits and Adivasis.

The second supplementary expenditure statement of Rs 2,926 crore for the financial year 2021-22 was tabled in the assembly on the second day of the winter session. It was passed on 20 December. A very important Jharkhand (Mob Violence and Mob Lynching) Bill, 2021 was introduced in the Assembly on Tuesday and it was passed by the House by voice vote, paving the way for its becoming a law.

Three bills were passed on the last day
On the last day of the session, along with regular business, the Finance Minister presented the audit report of the Comptroller and Auditor General of India (CAG). Apart from this, a total of three bills ‘Court Fee (Jharkhand Amendment) Bill, 2021’, ‘Jharkhand Electricity Fee (Amendment) Bill, 2021’ and ‘Pandit Raghunath Murmu Tribal University Bill, 2021’ were passed on the last day.

In the winter session, the main opposition BJP made alleged corruption in the preliminary examinations of JPSC as the main issue and the proceedings of the house had to be adjourned several times on this issue. Assembly Speaker Rabindranath Mahato told in his speech at the end of the session that a total of 293 questions were approved in the entire session. 99 Zero Hours were received out of which 88 were approved. 20 calling attention notices were accepted. A total of 31 request notices and 36 non-official resolutions were taken on matters of public interest.

Parliamentary Affairs Minister Alamgir Alam said in the Assembly on Wednesday that the Jharkhand government may soon form a cabinet sub-committee to consider increasing the reservation for Scheduled Castes (SCs), Scheduled Tribes (STs) and Backward Classes (BCs) in the state. Parliamentary Affairs Minister Alamgir gave this information during the discussion on the non-official resolution (private bill) brought in this regard by Sudesh Mahto, president and MLA of All Jharkhand Students Union (AJSU).

Alam informed that the state government is already considering the issue and a decision will be taken soon, for which a cabinet sub-committee will be constituted for the first consideration. Earlier, Sudesh Mahto introduced a private bill to increase the total reservation in the state to 73 percent. In which 32 percent reservation for ST, 14 percent for SC and 27 percent for BC are included. In Mahto’s absence, his bill was introduced in the assembly by his party MLA Lambodar Mahto.

Alamgir Alam, in response to this non-official resolution brought in the house by AJSU MLA Sudesh Kumar Mahto, said that the proposal to increase the percentage of reservation is being considered and for this a sub-committee will be formed in the next two months.
