Except in the diary, it was observed that there was no mention of any specific act or incident whereby he may have committed any willful act or omission or harassed the deceased or extorted money from him.
The court said that it has been observed that prima facie there is sufficient material to show that accused Prakash Jarwal and Kapil Nagar extorted money from the deceased and other tanker owners.
“It is further observed that prima facie there is sufficient material to show that Jarwal and Nagar have accepted the deceased Dr. Rajinder threatening to kill him and his family if he does not pay money to operate his tankers with DJB,” it noted.
Based on a police complaint by the doctor’s son Hemant, a case of extortion and abetment to suicide was registered against Jarwal, representing Deoli assembly constituency, and others.
The FIR states that Singh was threatened and intimidated by Jarwal and others.
Police said their investigation revealed that the money withdrawn from water tanker owners was routed through MLA’s brother Anil Jarwal and invested in several properties and farm-houses in Delhi, Gurugram.Haryana), and Jaipur (Rajasthan).
He said that he found a WhatsApp group by the name of tanker-owners whose admin is Kapil Nagar, a co-accused and a close associate of Jarwal. Jarwal is one of its members.
