Jaipur in 17 districts of Rajasthan under section 144 for a month in view of Karauli communal violence

In the wake of Karauli violence, 17 district administrations in Rajasthan including Jaipur have imposed Section 144 of CrPC for a month starting from Sunday (April 10).

The Home Department of Rajasthan has also issued guidelines asking the organizers to submit details of the material played on DJs, loudspeakers in processions and rallies. Rajasthan Chief Minister Ashok Gehlot had earlier said that it is illegal to raise provocative slogans and play DJs in the name of religion in rallies.

During the clash between two communities on April 2, several shops were burnt and many people were injured in arson and stone pelting in Karauli town.

According to the guidelines issued on Friday, the organizers will have to submit an affidavit to the sub-divisional officers and additional district magistrates and a letter seeking permission for procession rallies, or public events. It is mandatory for the officials to verify the submitted documents through the local Station House Officer (SHO). Instructions have also been given to strictly follow the noise pollution rules in the guideline.

Organizers will have to provide the organization’s registration number, contact number and route of the procession. They must inform whether the DJ system will be used, and if so, the details of the content to be played on it. The police will also verify in their checklist whether they have checked the content of the DJ.

On Friday, state police chief ML Lather had said that those taking part in the rally in the Karauli arson and violence incident raised provocative slogans in the minority-dominated area. Before the rally, a car with a DJ system was playing songs of Hindu organizations.

So far 23 people have been arrested out of 44 people identified for communal violence in Rajasthan’s Karauli town, the state’s top police official said on Friday. Curfew has been in place in the city since April 2, when a bike rally passing through a Muslim-dominated area was pelted with stones, which was provoked by some provocative remarks made by the rallyists. The curfew has been relaxed for three hours every day.

Director General of Police ML Lather said in the press conference, “So far, 23 miscreants have been arrested by the police in connection with the incident that took place during a bike rally taken out on the occasion of Nav Samvatsar in Karauli on April 2.
