New Delhi: Bhartrihari MahtabThe BJD MP from Cuttack suggested in the Lok Sabha on Friday that instead of imposing a complete ban on 10-year-old diesel and 15-year-old petrol vehicles in Delhi and the National Capital Region (NCR), check their pollution. It should be done on the lines of Parliament complex to establish whether they have run less than 1 lakh km in 10 years and are causing pollution.
The issue of ban on 10-year-old diesel and 15-year-old petrol vehicles in Delhi and NCR arose in the Lok Sabha when the BJD’s Mahtab demanded that the government either bring a bill to quash the Green Tribunal’s order or go to Supreme court To review the ban.
During the discussion in the House on climate change, Mahtab said that not all vehicles cause pollution. “It is a complete restraining order. There is no limit on the number of kilometers the vehicles will have to travel, whether they are pollution free or not,” he said, referring to the green tribunal’s ban.
Touching on an issue currently pending in the top court, the Cuttack MP said, “My request to the government is to bring a new law or go to the Supreme Court for reconsideration of this order.”
After both the Delhi government and the Center had earlier said that they were considering approaching the SC to review the green tribunal’s order, the road transport ministry has now issued revised guidelines on phased removal of old vehicles.
Soon after the policy on scrapping of vehicles was notified earlier this year, the Prime Minister Narendra Modi It had also said that the phase-out should be based on the fitment of the vehicles rather than their age.
Mahtab said the Green Tribunal’s order “was passed without putting enough mind on this aspect, and, in a way, one can allege that it is only to promote the automobile sector that for more than 10 years”. The moving vehicles should be closed on the road”.
The MP said that an effective pollution check can help in this regard, as is available to them upon entering the Parliament premises. It can be established that if vehicles have driven less than 1 lakh km in 10 years and are not polluting, they should be allowed to ply. And in both the cases the violators should be eliminated in a phased manner.
