While the DU committee is yet to submit its report, the official said that they have held several meetings with the Delhi Police to prepare guidelines to prevent such incidents in future.

Installing CCTV cameras, restricting the entry of outsiders, hiring private security and increasing the height of the boundary wall were among the measures suggested by a Delhi University panel to enhance security in the wake of the IP College harassment incident.

An official member of this committee told PTI-language that DU has prepared the guidelines in collaboration with Delhi Police.

Its notification is expected to be issued on Monday, the official said.

“We have prepared the guidelines after conducting several meetings at the IPCW college and analyzing the incident. We do not want such incidents to recur in future. Guidelines were drawn up. However, there were some inputs from Delhi Police, we are including them as well. It will be notified on Monday,” said the official.

The guidelines were framed in view of several women’s colleges witnessing incidents of such harassment during cultural festivals.

The recent incident took place at Indraprastha College for Women (IPCW), where on March 28, students alleged that they were harassed by ‘unknown’ men during a celebration.

The students staged several protests demanding the resignation of Principal Poonam Kumaria and accountability from the college.

Following their protest, DU constituted a committee on April 3 to look into the “grievances raised by the students” and asked the panel to submit its report in a week.

While the committee is yet to submit its report, the official said that they have held several meetings with the Delhi Police to prepare guidelines to prevent such incidents in future.

The officer stressed that colleges need to take responsibility for the safety of students if they are organizing any event.

“They cannot allow these incidents to happen. The major problem we observed in the case of IPCW was that the boundary wall was very low and there was only one exit, which led to chaos.

Besides, there was no proper security, the official said.

Although recent incidents have been reported in all women’s colleges, “general guidelines” have been formulated which need to be followed by every college affiliated to Delhi University.

“In the guidelines, we have mentioned that colleges need to take responsibility if they are conducting any kind of event. Along with this, CCTV will also have to be installed in the college. If the boundary wall is low then the college needs to make it higher. We cannot allow people climbing on them to enter. Hire a bouncer if needed. Take NOC from Delhi Police,” informed the official.
