India’s Palestine envoy dies: Delhi High Court orders videography of postmortem at AIIMS

The Delhi High Court on Thursday accepted a plea by the mother of the deceased India’s representative in Palestine Mukul Arya, seeking a fresh post-mortem of her son, who was recently found dead inside the Indian mission in Ramallah. and directed that the process be video-graphed. The Center told Justice Rajneesh Bhatnagar that the Ministry of External Affairs (MEA) is facilitating the autopsy at the All India Institute of Medical Sciences (AIIMS) as per the wishes of the family.

Advocate Anurag Ahluwalia, representing the Centre, said that more than the petitioner, we are concerned and the authorities were thus not opposing the petition seeking another postmortem and that there was no wrongdoing in the death.

Senior advocate Siddharth Luthra, appearing for Mukul Arya’s mother Roshan Lata Arya, expressed sympathy that the deceased officer had died of an unnatural death and requested the court to allow the family members or their representatives to be present during the autopsy process. .

Justice Bhatnagar said he would allow the autopsy to be conducted as per norms and video-recording. He is an Indian officer. Everyone is worried, the judge told the petitioner.

The petitioner’s senior counsel submitted that at this stage, he was not pressuring the other prayer seeking constitution of a commission to inquire into the suspicious circumstances of the death of the deceased. Prayer 1 (demanding for autopsy) is allowed.

The court ordered that the post-mortem be videographed and made part of the record. In the petition filed through advocate Nitin Saluja, the 65-year-old petitioner sought a direction to the central government to immediately constitute a panel of doctors from the All India Institute of Medical Sciences (AIIMS) to conduct a fresh post-mortem on his deceased son. in the presence of family.

The petition states that on March 7, the Palestinian authorities had issued an announcement/post-mortem report of the death, in which the cause of death was given as myocardial infarction. The petition states that the deceased was a fitness enthusiast and as per the knowledge of the family, there was no blockage in his arteries and thus it is immeasurable how the deceased suffered a heart attack/myocardial infarction, which allegedly led to his death. The petition states that according to the driver of the deceased, he was found unconscious in his room on March 6 with his body swollen and his clothes, face and blanket covered in vomit.

It said that before the family could reach Ramallah, the room was sanitized and all evidence destroyed and that government agencies were asked to dispute the March 7 death announcement and alleging dishonesty in the death. Family representations have not been made. answered.

The petition states that the family has not received any official communication from the central government or other authorities informing about the death of their son and this lapse and inaction raises many questions and gives rise to doubts. The whole country is expressing serious and serious doubts about the suspicious circumstances surrounding the death of Late Mukul Arya.

Arya, 37, was a career diplomat who served in the Ministry of External Affairs in Delhi, besides serving on India’s Permanent Delegation to UNESCO in Paris and India’s embassies in Kabul and Moscow.
