High-security label regulation: Delhi government uploads new excise policy on website

Special excise adhesive labels, inspection teams and a state-of-the-art laboratory are some of the steps taken by the Delhi government to regulate the operation of retail liquor shops and check tax evasion and sale of spurious liquor. The new Excise Policy 2021-22, approved in June, was uploaded on the website of the Excise Department on Monday.

As per the policy, the Excise Department has introduced Product Adhesive Labels (EAL) with high-end security features manufactured by Security Printing and Minting Corporation of India Limited (SPMCIL) to avoid tax evasion and plug leakage in the supply chain. These EALs have advanced technology and high security features like anti-counterfeiting special tag printing inks, markings with 3-D features and online verification of labels with Checo App used in printing of EALs developed by IIT Kanpur. Huh. The EAL created by SPMCIL will be implemented in a time bound manner.

“The new labels have high-end security features that cannot be cloned and duplicated, thereby reducing the possibility of duty evasion. In addition, until the implementation of the new barcode, bar-coding through excise supply chain information management and the existing System of Ordering System (ESCIMS) will continue,” it says. The policy also states that special inspection teams will be set up to continuously check and check the running and operation of retailers and warehouses to ensure that no licensing conditions are being violated.

According to the policy document, “this shall be done in order to maintain the quality standard expected of any shop to be established in Delhi.” One officer will be appointed as the Deputy Commissioner (Wholesale Operations), it said.

The policy also states that teams will be formed to systematically collect samples from bonded warehouses, retailers, hotels, clubs and restaurants of all brands and the report of the same will be published on the website. “Any L-1 license holder or retail shop owner found in possession of spurious liquor shall lose his entire license and shall be subject to criminal proceedings as per applicable laws.” They will be blacklisted permanently and in Delhi shall be stopped from operation, and in good faith, information of the same shall be provided to the Excise Department of all other States (sic),” the document stated.

Stating that the supply of spurious liquor poses a serious public health threat, the policy states that the Delhi government will set up a state-of-the-art laboratory that will specialize in the detection of spurious and spurious liquor.
