Goyal Introduces a Bill to Decriminalise Minor Offences to Promote Ease of Doing Business

Apart from decriminalizing minor offences, the Public Trust (Amendment of Provisions) Bill, 2022 envisages rationalization of monetary penalties based on the gravity of the offence.

Commerce and Industry Minister Piyush Goyal on Thursday introduced the Jan Vishwas (Amendment of Provisions) Bill, 2022 to decriminalize petty offenses to promote ease of doing business. Apart from decriminalizing minor offences, the Bill envisages rationalization of monetary penalties based on the gravity of the offence, thereby strengthening governance based on trust.

“Another innovation included in the proposal is a 10 per cent increase in the minimum amount of fine and penalty imposed after the expiry of every three years, after the expiry of every three years,” according to the objects and reasons statement.

The Bill was later referred to a 31-member Joint Committee of Parliament for examination.

Members of the Lok Sabha include PP Choudhary, Sanjay Jaiswal, Rajendra Agarwal, Poonam Pramod Mahajan, Gaurav Gogoi, A Raja and Saugata Roy. The names of the 10 members of the Rajya Sabha will be announced later.

The bill was introduced amid protests from the opposition, who were demanding discussion on the border issue with China.
