Panaji: The state government has decided to start proper accounting System All 191. In Panchayats To increase their revenue in the state and make them financially sustainable.
Panchayat Minister mauvin godinho Said he has already moved a file to start double entry accounting System and proper audit in all Panchayats. “Ultimately when we call them local self-governing bodies they too should learn to stand on their own feet in the long run,” he said.
Godinho said the Institute of Charter Accountants of India (Western Region) has said that “we will see if this happens and we are ready to cooperate”.
He said that Goa Institute of Public Administration and Rural development (GIPARD) will train the Panchayat members and others in the Panchayat areas.
On being asked whether the panchayats would be willing to take the help of charter accountants, godinho “This practice is already being followed all over India, and all the panchayats have done it and we are lagging behind. We have to follow it,” he said.
He said that he would convene a joint meeting with the representatives of Zipperd, Panchayat Director, Charter Accountant to work out some programs for training the Panchayat members.
He said that this is part of reforms and we have to go with the times and see that proper system is followed in Panchayats also.
Referring to non-recovery of house tax by most of the panchayats, Godinho said that such things would also come down by adopting proper accounting system. “Panchayats will be forced to collect house tax,” he said.
Asked whether panchayats would be able to adopt the accounting system given their financial weakness, Godinho said the state would help smaller panchayats and if such a situation arises, the state would give them grants.
