‘Europe is in danger’: Top diplomat to propose EU military doctrine – Times of India

Brussels: The European UnionThe U.S.’s top diplomat is set to warn the bloc on Wednesday should it agree to an ambitious Theory to add military Action abroad, including a deployable crisis force, according to excerpts from the draft seen by Reuters.
josep borrell Will present to its fellow European commissioners the first draft of a “strategic compass”, which may be closest to the EU’s military doctrine and similar to NATO’s “strategic concept” that sets out coalition goals.
“Europe is in danger,” the EU foreign policy chief would say, according to a draft resolution.
He will emphasize that the US-led NATO alliance is primarily responsible for the collective defense of Europe.
While European countries have highly trained troops and cyber, naval and air power, resources are replicated across 27 armies and EU train-and-aid missions are modest in size.
Member states also lack the logistics and command and control capabilities of the United States and cannot match its intelligence-gathering.
A separate threat assessment is confidential, but diplomats cite failed states on Europe’s borders as areas where the EU may need to send peacekeepers or evacuate civilians.
EU foreign and defense ministers will take up the issue on Monday, aiming to agree a final political document in March.
With the blessing of the US President Joe Biden In a dialogue with the French President Emmanuel Macron Last month, the EU argued that it could be a more useful ally for the United States if it develops a standalone military capability.
Britain’s exit from the European Union, while deprived of the bloc of a military power, gave Paris an opportunity to pursue ambitions for a larger EU role in defence, along with Berlin.
Diplomats say the warning signs have been many, including former US President Donald Trump’s “America First” policy that undermined EU priorities.
But despite progress in building a common defense fund to develop weapons together since late 2017, the EU has yet to deploy its battalion-sized battle groups in distress.
Borrell is ready to say that the Strategic Compass is not just another EU document, noting past failures in defence.
“This time the difference lies in the speed at which the geopolitical context is changing. This makes the case more urgent for action,” Borrell said in the draft’s preface.
“All the threats facing us are accelerating and the capacity of individual Member States to cope is insufficient and declining.”
