New Delhi: Delhi Deputy Chief Minister Manish Sisodia launched a scathing attack on Lieutenant Governor VK Saxena, alleging that he was acting like a “tribal chief to please his Big Boss” by “interfering” in the work of an elected government. Addressing the third day’s session of the Delhi Assembly on Wednesday, Sisodia said that the present Lieutenant Governor of Delhi “simply does not care and is completely indifferent to the principles of democracy, the Constitution and the decisions of the Constitution Bench”. Sisodia, who holds multiple portfolios like health, finance and PWD, said the LG has an obligation to act as per the aid and advice of the elected government. He alleged that the LG has no time to deal with the deteriorating law and order situation in the national capital or the land mafia, but only wants to obstruct the functioning of the Delhi government. “But the LG says he does not believe in an elected government at all,” he added.

He said, “The Lieutenant Governor has forgotten that he should not behave like the chieftain of an unruly clan (chieftain of the clan). He has been appointed to a constitutional post and is responsible for the same.” Launching his attack on Saxena, he said that the Lieutenant Governor behaved like a chieftain we see in movies, who oppresses the tribesmen for the approval and recognition of his master.

The Deputy Chief Minister said that the Constitution of Dr. Babasaheb Ambedkar has given certain responsibilities and rights to the government elected by the people. “The LG should explain that decisions related to local governance should be taken by the state government and the LG has no right to interfere in these decisions,” he said.

Referring to BJP MLA Vijender Gupta’s claim in the Delhi Assembly that the LG had the power to appoint 10 aldermen in the Municipal Corporation of Delhi, Sisodia claimed, “I want to inform them categorically that the Constitution has actually This right is given. elected state government.”

Sisodia said that throughout history, the elected government of Delhi has proposed names to the LG for their appointment as aldermen, but now for the first time, the LG has “illegally bypassed and overruled the elected government, and Alderman has decided to appoint like. A dictator”.

“They threatened the officers with transfers and suspension if they did not comply with their orders to appoint aldermen and fearing this the officers were forced to accept the unconstitutional order of the LG,” he alleged. Sisodia said the government would have proposed 10 names to the LG for his appointment as alderman.

MLA Saurabh Bhardwaj moved a resolution in the Assembly for free and fair conduct of MCD Mayor and Standing Committee elections, which was passed by the House. The resolution states that “This House resolves that it is concerned about the unconstitutional interference by the Lieutenant Governor in the functioning of the MCD, particularly in the conduct of free and fair elections of the Mayor, Deputy Mayor and Standing Committee members.”

This House directs the Commissioner of MCD and the Government of National Capital Territory of Delhi to ensure that the elections of Mayor, Deputy Mayor and Standing Committee are conducted in accordance with the DMC Act and the Constitution of India.

This House also directs the Commissioner of MCD to ensure that the nominated members in the MCD are not allowed to vote in the House as per Article 243-R of the Constitution and Section 03 of the Municipal Corporation of Delhi Act.
