Deputy Chief Minister Manish Sisodia on Thursday wrote another letter to Lieutenant Governor VK Saxena asking him to approve the Delhi government’s proposal to send school teachers to Finland for a training programme.

Sisodia, who holds the education portfolio, cited government rules and said the LG “cannot withhold such proposals for more than 15 days”.

“It has been a month that the LG (Lieutenant Governor) has put the teacher training proposal on hold. As per Rule 49 of the Revised Transaction Business As per GNCTD 2021, in case of difference of opinion on any matter between the LG and the minister, the LG should try to resolve the difference through discussion within 15 days,” he said in his letter to Saxena.

He claimed that the LG objected to the proposal and withheld the file twice despite the government’s nod. Sisodia has written to the LG on this issue at least twice before.

The Aam Aadmi Party leader said, “As per the Constitution and Business Rules 1993, education is a transferred subject and GNCTD has exclusive executive control over it. Therefore, the LG has no power to take any decision in the matter of education. ” , In his letter, Sisodia said, if the LG disagrees with any decision of a minister, “he can refer the matter to the President”.

“…but before referring the matter, he needs to resolve it through discussion with the minister concerned and refer the matter to the Council of Ministers,” he said. Sisodia mentioned that if differences persist, the matter should be referred to the Council of Ministers, which will deliberate on the issue within 10 days and take a decision. “If the matter still remains unresolved or no decision is taken by the Council of Ministers within the stipulated time period, it is deemed that the difference of opinion persists and the matter should be referred by the LG to the President for a final decision.” Decision as per Rule 50,” he said.

Urging the LG to return the file to start the process of sending teachers abroad, the Deputy Chief Minister said that the decision of Delhi Government to send teachers to Finland for training has been finalized. The Delhi government had on January 20 sent a proposal to the Lieutenant Governor’s office to allow the teachers to go to Finland after Saxena asked the government to first do a cost-benefit analysis of the programme.
