CUET will provide equal opportunity to students of all boards: UGC Chairman

Common University Entrance Test (CUET) University Grants Commission (UGC) chairman Jagdish Kumar on Tuesday said the board will neither make examinations irrelevant nor promote a “coaching culture”, asserting that students from state boards do not face any harm in the undergraduate admission process. Will happen. He said that the National Testing Agency (NTA), which is responsible for conducting the exam, will consider conducting the CUET twice a year from the next session.

In an interview to PTI, Kumar said that CUET will not be limited to admissions only in central universities as several leading private universities have indicated that they would like to appear on the board to use common entrance test scores for undergraduate admissions . “To begin with CUET will be conducted once this year but NTA will consider conducting the exam at least twice a year from next session. The entrance test will not be limited to only central universities but will be limited to private universities as well. Many leading private universities have indicated that they want to come on board and admit students through CUET,” he said.

“Eight deemed-to-be universities, including Tata Institute of Social Sciences (TISS) and Jamia Hamdard, have also expressed their willingness to use CUET scores for admitting students to undergraduate courses. I had a meeting yesterday with the vice-chancellors and directors of these eight deemed universities, which receive maintenance grants from the UGC,” said Kumar. However, he did not name the private universities that have expressed interest in adopting CUET. Kumar had announced last week that CUET scores, not class 12 marks, would be mandatory for admission to 45 central universities and central universities may fix their own minimum eligibility criteria.

When asked whether the exam would lead to a “coaching culture” for undergraduate admissions, Kumar said, no coaching would be required for the exam, so there is no question of promoting a coaching culture. The exam will be completely based on the class 12 syllabus. Many students are getting worried whether the exam will have questions from class 11 syllabus as well. Answer is not clear.

“There will be no harm to the students of the state board and the exam will provide equal opportunities to the students of all the boards. Students from rural backgrounds taking exams in regional languages, who come from different economic backgrounds and are geographically distributed across the country, will all be treated equally. The UGC chief dismissed the apprehension that CUET would make board exams irrelevant.

“Universities will still use board exams as the eligibility criteria. Some universities may set the requirement at 60 per cent, some may set 70 per cent as a requirement, so there is no question of making board exams irrelevant. However, the focus will definitely be less on getting 100% marks. The cases of a student not getting admission in a good college even after securing 98 per cent marks will definitely reduce after that.

The application process for CUET for undergraduate courses in central universities will begin from April 2. According to the NTA, CUET will provide a single-window opportunity to the students seeking admission in any central university across the country. The exam will be conducted in Computer Based Test (CBT) mode. A common entrance test for UG admissions was proposed in the new National Education Policy (NEP), 2020. However, the concept is not entirely new.

The Central Universities Common Entrance Test (CUCET) was introduced in 2010, when seven newly established central universities took membership. In 2012, the government tried to expand it to all central universities under the Ministry of Education, but some established universities did not pursue the proposal, expressing concern over the impact on the quality of students admitted. Over the years, more newly established central universities adopted the common entrance, but the older ones stayed away. In 2021, only 12 central universities, including Assam University at Silchar, Central University of Gujarat, Central University of Punjab, Central University of Tamil Nadu and Central University of Jharkhand, took membership of CUCET.
